Another NOHS Question

If a professional handler who has been breeding a certain breed for many, many years; whose dogs are whelped in his bedroom, raised with his family, and are shown by him; is not eligible to compete with his own dogs in the NOHS, how is it that an AKC Judge is allowed to compete in NOHS?
